NOTICE OF A DETERMINATION OF NONSIGNIFICANCE (DNS) AND A

ZONE CHANGE HEARING

Whitman County Planning issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Whitgro, INC. proposes to change the zone of seven of its sites in Whitman County from the Agricultural District to a Limited Heavy Industrial District for current and future expansions of its seed plants.

The properties are located as follows: 1) east of St. John, just outside city limits, in Section 6, Township 18 N., Range 42 E., W.M., 2) on SR 23 approximately 6 miles west of Steptoe in Section 35, Township 18 N., Range 42 E., W.M., 3) in the unincorporated community of Ewan, in Section 26, Township 19 N., Range 40 E., W.M., 4) on Pine City Malden Road approximately 1.5 miles north of St. John, in Section 30, Township 19 N., Range 42 E., W.M., 5) in the unincorporated community of Sunset, in Section 26, Township 19 N., Range 42 E., W.M., 6) on Endicott Road in Thera, approximately 6 miles east of Endicott in Section 30, Township 17 N., Range 42 E., W.M., and 7) in the unincorporated community of Winona, in Sections 20 and 29, Township 17 N., Range 40 E., W.M., Whitman County, Washington.

After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

The public is also notified of the intent to hold a public hearing during a Whitman County Planning Commission meeting on March 7, 2018, at 7:00 PM in the Public Service Building, 1st floor auditorium, N. 310 Main St., Colfax, WA 99111.

Copies of the DNS are available at no charge from the County Planning Office, Whitman County Public Service Building (2nd Floor), N. 310 Main St., Colfax, WA 99111. Interested persons may submit environmentally-focused written comments on the SEPA decision by 5:00 PM on Thursday, March 1, 2018, and before 5:00 PM on Wednesday, March 7, 2018, regarding the proposed zone change to the County Planning Office, P.O. AN ORDINANCE OF

THE TOWN OF ST. JOHN, WASHINGTON, AMENDING PAST ORDINANCES RELATING TO BUILDING PERMIT FEES, ESTABLISHING NEW POSITION OF BUILDING INSPECTOR,

SETTING A NEW FEE

SCHEDULE AND PROVIDING FOR GAS LINE INSPECTIONS.

THE TOWN COUNCIL OF THE TOWN OF ST. JOHN,

WASHINGTON,

DOES ORDAIN AS FOLLOWS:

All new buildings constructed, erected, or moved onto property within the city limits of St. John will comply with the provisions of the current International Residential Codes (IRC) and will require a building permit before beginning work.

All modifications to current buildings that involve adding or moving an interior or exterior wall, any addition to the existing structure, or any modification to the existing utilities (water, gas, sewer, or electricity) will require a building permit before beginning the modification.

Building that meet all of the following requirements may be constructed without permit provided no part of the structure is within five feet of any property line:

Manufactured storage buildings with external dimensions not to exceed twelve (12) feet wide and sixteen (16) feet in length with earth or removable floor. No utilities (water, gas, sewer, or electrical) may be connected to the building either by permanent or temporary means.

Any item that requires a gas line inspection will not require a building permit but will be accessed a $25.00 inspection fee for each inspection or re-inspection.

Building Project Permit Fees are as follows:

The fee for all building permits will be $200.00 plus $5.00 for each $1000.00 of the estimated project cost. In the event the project requires more than three inspections, there will be a charge of $50.00 for each inspection after the first three.

The City will pay the Building Inspector $45.00 for the initial plan review and for each on-site compliance inspection.

An Ordinance of the Town of St John, Washington declaring Junk Vehicles to be public nuisances, providing for their removal and abatement, designating a procedure to abate junk vehicle nuisances, authorizing a hearing before the Board of Adjustment, assessing costs of removal, and providing an effective date.

Furnish Engineering Services

The Town of St. John is requesting qualified engineers to submit Statements of Qualifications

(SOQ) for providing engineering services related to development, submission, and approval of a Wastewater Facilities Plan. Questions regarding this solicitation should be directed to Ms. Linda Hayes, Town Clerk-Treasurer, at (509) 648-3905.

Consultant selection will be based upon the following criteria: 1) firm experience; 2) proposed consultant team; 3) project understanding and approach; 4) past performance/references; 5) familiarity with community and local knowledge; and 6) administration experience with state funded projects, especially Washington State Department of Ecology. Interviews may be held at the Town's discretion.

Firms desiring consideration shall submit five copies of their SQQ to the Town of St. John, PO Box 298, E. 1 Front St., St. John WA 99171. Submittals must be received by March 2, 2018, no later than 5:00 p.m. SOQs shall not exceed 25 total pages, excluding front and back covers.

Request for Qualification Data to Furnish Engineering Services

The Town of Endicott, Washington is inviting statements of qualifications and performance information from individuals or firms interested in providing professional engineering services for the 2018-2020 calendar years in conjunction with sponsored projects. Potential prospects requiring engineering services include sewer, water, street, and planning (including DOE, CDBG, WSDOT, TIB, USDA RD, PWTF, FEMA, and other potential funding sources), design and construction management, contract administration, on-call consulting, and grant applications.

The Town may submit grant application(s) to the Washington State Department of Commerce Community Development Block Grant (CDBG) program and/or applications to other agencies/programs for funding to complete a study and/or construction project(s). Should CDBG grant funds be secured, cost plus percentage of construction cost consultant agreements will not be allowed. State and federal equal opportunity and affirmative action requirements will apply to the selection process, consultant agreement and conduct of the project.

Statements of Qualifications shall be limited to twelve (12) pages and should include relevant experience in similar work, qualifications of key personnel, familiarity with the Town of Endicott and/or experience with municipalities of similar size, experience with state and federal funding programs, previous performance on public projects, and references. Three (3) copies of the Statement of Qualifications shall be submitted.

The Town’s selection of a consultant for these engineering services will be made from the Statement of Qualifications received at Town Hall by 4:00 p.m. on Thursday, March 1, 2018. The most highly rated firm will be selected for negotiation of an on-call professional services contract.
