Request for Qualifications
Whitman County seeks statements of qualifications from agencies interested in providing Community Inclusion Services for severely disabled and retirement aged individuals in Whitman County. The services are to be provided July 1, 2018 through June 30, 2019. Individuals served through these programs are determined eligible through a state eligibility process.
The document requested as part of this process is a completed “Qualified Provider Checklist”. To be considered for selection, prospective providers are to submit 2 copies of their submittals that include: a completed “Qualified Provider Checklist”, encompassing qualifications of key personnel, relevant experience; fiscal management and local availability of services within Whitman County.
If requested by Whitman County, services may extend beyond 2019. Final provider selection and budgets will be determined after interviews, review of submitted materials, negotiations, and determination of final funding appropriation for 2018-2019 year.
Providers need to be aware that services are to be provided on a reimbursable basis. “Qualified Provider Checklists” and / or information are available at the Whitman County Developmental Services Department Office, 310 North Main Street, Colfax, WA 99111. Project Title: Town of Rosalia Wastewater Collection System Rehabilitation and Water System Improvements and Associated Planning Document Updates (2017- 2018).
Project Information: The proposal described in the environmental assessment (EA) is for wastewater collection system improvements and rehabilitation of the water system within the Rosalia town limits as well as improvements to water and wastewater lines on approximately 1.0 acres outside of but adjacent to the town boundary. The Town of Rosalia proposes to repair or replace approximately 21,600 feet of water and wastewater lines.
The Town of Rosalia will undertake the CDBG component of the project, described below, utilizing Federal CDBG Funds. The CDBG component of the proposal would occur in the first five years of construction (beginning in 2018). The CDBG funded project component would replace leaking water mains and lead components along First Street, Fairview Avenue, and Ninth Street, and system controls to reduce overflow and water loss, and replace a portion of the sewer along First Street. The proposed CDBG funded water and sewer system improvements would not increase the size or capacity of the system. In addition, CDBG is funding the planning study for all of the sewer system improvements.
Location of the Projects: The projects are located within Sections 10, 11, 14, and 15, Township 20 North, Range 43 East, Whitman County, Washington. The entire proposal discussed in the EA is for wastewater collection system improvements and rehabilitation of the water system within the Rosalia town limits as well as improvements to water and wastewater lines on approximately 1.0 acres outside of but adjacent to the town boundary.
Estimated Costs of the Projects: CDBG Component = $734,665.00
TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS - Notice is hereby given that the USDA Rural Utility Service (RUS), as required by the National Environmental Policy Act, is issuing an EA in connection with possible impacts related to the aforementioned project proposed by the Town of Rosalia, Washington.
Notice is hereby given that the project will have no significant impact on the human environment and therefore, an Environmental Impact Statement under the National Environmental Policy Act (NEPA) (PL 91-190) is not required.
In addition, Notice is hereby given that on or about May 21, 2018, the above-named RE will request the Washington State Department of Commerce (Commerce) to release federal funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383) for the CDBG component of the proposal (CDBG Contract #17-62210-031).
J-U-B Engineers, Inc., an environmental consulting firm prepared an EA for RUS that describes the project, assesses the proposed project’s environmental impacts, and summarizes as applicable any mitigation measures used to minimize environmental effects. RUS has conducted an independent evaluation of the environmental assessment and believes that it accurately assesses the impacts of the proposed project. No significant impacts are expected as a result of the construction of the project. The State Department of Commerce (CDBG Program) will act as a cooperating agency and accepts RUS’s finding of no significant impact.
The Town of Rosalia certifies to Commerce that Leland F. Root in his capacity as Mayor of the Town of Rosalia consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. Commerce’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the Town of Rosalia to use State CDBG Funds.

Any final action by RUS related to the proposed project will be subject to, and contingent upon, compliance with all relevant Federal environmental laws and regulations and completion of environmental review procedures as prescribed by 7 CFR Part 1970, Environmental Policies and Procedures.
All comments received by May 18, 2018 will be considered by the Town of Rosalia prior to authorizing submission of a request to release funds.
Commerce will accept objections to its release of funds and the Town of Rosalia’s certification for a period of 15 days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: a) the certification was not executed by the Certifying Officer of the Town of Rosalia; b) the RE has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the Town of Rosalia has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by Commerce; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to Community Development Block Grant, Program Manager, Department of Commerce, 1011 Plum Street SE, PO Box 42525, Olympia, Washington 98504-2525.
Potential objectors should contact the Community Development Block Grant Program at (360)725-3009 to verify the actual last day of the objection period.
