NOTICE IS HEREBY GIVEN in accordance with the Revised Code of Washington, Chapter 36.77.070 that the following projects have been completed by County Forces Construction:
Bonnie Bridge, C.R.B.P. No. 3280-01.64(3)
This project provided for the replacement of the Bonnie Bridge with a 60 foot long, 129 inch by 84 inch arch culvert for a total cost of $61,250.81.
Thornton Depot Bridge, C.R.B.P. No. 3360-12.27(8)
This project provided for the replacement of the Thornton Depot Bridge with a 32 foot wide, 34 foot long prestressed concrete superstructure for a total cost of $237,228.82.
Golf Course Road, C.R.P. No. 1020-2
This project provided for the construction of a multiple course bituminous surface treatment on the gravel road for a total cost of $15,651.11.
Almota Road, C.R.P. No. 8000-8
This project provided for the removal of trees and vegetation along Almota Road for safety and utility relocation purposes for a total cost of $12,837.24.

Request for Qualifications / Proposal from qualified Energy Services Performance Contracting Providers
The Town of Garfield, of Garfield Washington requests qualifications and proposals from energy services providers licensed in the State of Washington. A qualified provider will be selected for the purpose of implementing water meters and other measures. The ESCO will develop and prepare a Guaranteed Energy Savings Contract pursuant to the guidelines set forth in Washington Code RCW 39.35A.030. Public Notice
The Eastern Washington Partnership Workforce Development Council (WDC) is seeking bidders to respond to four (4) Request for Proposals (RFPs) to provide employment and training services funded through the Workforce Innovation and Opportunity Act (WIOA) for the period July 1, 2020, through June 30, 2021. Two of the RFPs will be for services in Ferry, Lincoln, PendOreille and Stevens Counties. One of those will be for WIOA youth services and the other will be for WIOA adult and dislocated worker services. The other two RFPs will be for services in Asotin, Columbia, Garfield, Walla Walla and Whitman Counties. They will also be for WIOA youth services and (separately) for adult and dislocated worker services. The RFPs will be released on April 1, 2020. NOTICE OF INTENT FOR DOE NPDES PERMIT
NIC Global Manufacturing Solutions, 101 Estes Road, Pullman, WA 99163, is seeking coverage under the Washington State Department of Ecology “Construction Stormwater NPDES and State Waste Discharge General Permit.” The proposed project is the site for NIC truck maneuvering area (north of the Pullman, just off
highway 27). This 3.4-acre project site will include 0 acres of impervious surfaces.
The storm runoff from this site will be collected in temporary ponds, and the outflow will flow over swales for treatment before the controlled outflow is released into the receiving waterbody of the Four Mile Creek, east of the subject site.
Any person desiring to present their views to the Washington State Department of Ecology regarding this application, or interested in Ecology’s action on this application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.
