Four remain in jail after Ritzville bust

Judge sets bail at $50,000 for two defendants

RITZVILLE — Four people remain in the Adams County Jail after being arraigned Tuesday, July 14.

Their arrests, and the arrests of two others, occurred Monday, July 13, after multiple agencies executed a search warrant at a residence in the 1000 block of Rand Road and discovered drugs, stolen property and unlawful possessions of firearms.

Darian Jeanie Arlene Morgan, Noe Duarte, Triston David Duplichan, Glen Oscar Gilbert Jr., Marcus James Chamberlain, and Cassandra Charlene Hope Rand made their first appearance before the Adams County Superior Court Judge Steve Dixon on Tuesday morning.

Gilbert, 63, is being held on $50,000 bail after being arrested on charges of first-degree trafficking in stolen property , possession of a controlled substance-methamphetamine and unlawful possession of a firearm.

Prosecuting Attorney Rob Lehman requested that $50,000 bail due to Gilbert's earlier convictions of first-degree escape in 1998 and third-degree escape in 2004.

Lehman also said Gilbert has one active warrant, 72 prior warrants in the 1990s, and a criminal history in Oregon dating back to the 1970s.

Gilbert is a longtime Ritzville resident who has a girlfriend here, Scudder said.

Judge Dixon upheld the suggested $50,000 bail.

Public defender Kyle Smith has been assigned to the case.

Triston David Duplichan

Duplichan, 24, is also being held on $50,000 bail after being arrested for of third-degree driving with a suspended license and felony eluding of a police vehicle.

Lehman said the high amount of bail was based on Duplichan's history and pending cases. Duplichan had 29 warrants and active charges out of Grant County, including attempt to elude, and a felony conviction of failure to register, he said.

Carson Van Valkenburg has been assigned as the public defender.

Noe Duarte

Bail was set at $10,000 for Duarte, 31, arrested for possession of a prescription narcotic-suboxone.

Lehman said while Duarte had no prior felonies, but did have 18 warrants previously issued against him; including six for failure to appear and six for failure to comply.

Public Defender Barrett Scudder, representing all six subjects at their arraignment, said he Duarte should be released on his own recognizance or the bail amount lowered, as "he has no violent history, and this is not a violent crime."

Scudder said there was no proof that Duarte, whose parents live in Warden, was living at the Rand Road residence with the other subjects.

Judge Dixon responded Duarte has "too much warrant history," and kept bail at $10,000.

Scudder was assigned as Duarte's public defender.

Marcus James Chamberlain

Chamberlain, 28, was arrested on unlawful possession of a firearm.

Lehman said he was asking Chamberlain be held on $10,000 bail, as he has three felonies and 15 warrants previously issued against him.

Lehman said all the convictions were in Ritzville District Court or Adams County Superior Court. Scudder said Chamberlain was not in possession of the firearm.

Judge Dixon replied Gilbert stated the .22 found in the trailer was borrowed from Chamberlain.

Dixon said the conditions of release are $10,000 bail, Chamberlain must reside at his Ritzville residence, and not to have any contact with co-defendants.

Chris Bajalcaliev has been assigned as Chamberlain's public defender.

Formal charges

Dixon ruled formal charges must be filed against all of the above by 4:30 p.m. July 15, except against Gilbert. In Gilbert's case, the state of Washington has until July 16 at 4:30 p.m. to file charges.

"Gilbert was engaged in different conduct (crimes) than the others," Lehman explained. "He was charged with attempt to elude, and he was not at the same residence as everyone else."

Charges against Rand and Morgan were dropped, as Judge Dixon said there was not enough probable cause.

Morgan, 24, was arrested on possession of a controlled substance-suboxone; Rand, 19, was arrested on unlawful possession of a firearm, records show.

The arrests were made July 13 by the Adams County Sheriff's Department with assistance from Grant County Interagency Narcotics Enforcement Team, Warden Police Department and Moses Lake Police Department K-9 unit. Stolen property recovered includes a motorcycle and firearms.

The Adams County Sheriff's Office stated the case is far from over, and the investigation is ongoing.
