NOTICE OF HEARING

NOTICE IS HEREBY GIVEN that the Whitman County Commissioners have set the date of Monday, August 31, 2020, at 10:30 a.m. in their Chambers, Courthouse, Colfax, Washington, to consider repealing, extending or modifying the moratorium placed on the establishment, location, operation, licensing or maintenance of facilities, businesses, or any other activities involving the production, processing, or wholesale or retail sale of recreational marijuana or marijuana- infused products.

Any person may appear and be heard for or against this issue.

Remote participation is available for attending the Commissioners’ meetings. Due to COVID-19 all public meetings of the Whitman County Commissioners are closed to in-person attendance. We encourage staff and the general public to participate at: https://zoom.us/j/250921172.

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that a public hearing will be held by the Whitman County Commissioners in their Chambers, Courthouse, Colfax, WA on Wednesday, August 26, 2020 at 8:30 a.m.

The purpose of the hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG), and receive comments on proposed activities, particularly from lower income persons residing in the Whitman County area.

Up to $466,181 may be available to the county to fund CDBG public services and local microenterprise assistance programs; and public health, emergency response, or temporary housing facilities that address COVID-19 impacts. All CDBG funded activities must benefit low and moderate-income persons or meet the CDBG urgent need national objective criteria.

An overview of the proposed activities will be available for review on the Whitman County website at whitmancounty.org on August 20. Comments may also be submitted in writing twenty-four (24) hours in advance to Whitman County Commissioners, 400 N. Main Street, Colfax, WA 9911.

that a public hearing will be held by the Town of Garfield in Town Hall, 405 W California St. Garfield, WA 99130 on 8/26/2020 at 7:00 pm.

The purpose of the public hearing is to review the Critical Areas Ordinance update as required by the Washington State Growth Management Act (GMA).

The revised ordinance is available for review and comment by request to Town Hall Personnel.

Request for Qualifications / Proposal from qualified Energy Services Performance Contracting Providers

The Palouse School District # 301 Board of Directors, Palouse Washington requests qualifications and proposals from energy services providers licensed in the State of Washington. A qualified provider will be selected for the purpose of implementing a solar project and will develop and prepare a Guaranteed Energy Savings Contract pursuant to the guidelines set forth in Washington Code RCW 39.35A.030. NOTICE OF A MITIGATED DETERMINATION OF NONSIGNIFICANCE (M-DNS)

Whitman County Planning issued a Mitigated Determination of Nonsignificance (M-DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Palouse Rock Lake Conservation District propose the ditching of Kamiache Creek to prevent flooding of the surrounding farm fields. The project site is located at Ewan, in Sections 24 and 26, Township 19 N., Range 40 E., W.M., Whitman County, Washington. The project site stretches for approximately one mile on the east side of Rock Lake Road.

After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

Copies of the M-DNS are available at no charge from the County Planning Office, Whitman County Public Service Building (2nd Floor), N. 310 Main St., Colfax, WA 99111. CALL FOR FUEL BIDS

Colfax School District No. 300 is accepting bids for fuel for the 2020/2021 and 2021/2022 school years.

Approximately 2,000 gallons gasoline and 20,000 gallons diesel will be used in each of the two years.

Fuel must be obtainable at a local cardlock facility 24 hours a day. The facility must offer safe access to

and from street or highway. Bid must be presented in “Margin Over Rack” detail. All pricing must

include applicable state tax and exclude federal excise tax. Please specify octane level and fuel

composition. Mail or deliver bids to Colfax School District, 1207 N Morton St., Colfax, WA 99111.

Bids must be received by 4:00 p.m., Monday, August 24, 2020. Mark envelope "Fuel Bid." Bids will

be awarded at the August 24, 2020, school board meeting at 7:00 p.m. at the district board room. The

ORDINANCE No. 397 2020-08

AN ORDINANCE AMENDING THE 2020 BUDGET of the TOWN of LACROSSE, AS ADOPTED BY ORDINANCE NO. 396 2019-11

WHEREAS, the Town of LaCrosse adopted the 2020 budget in final form by Ordinance No. 396 2019-11 on the 14th of November, 2019;and

WEREAS, subsequent thereto it has become necessary for the Town to amend said ordinance because of revenues and expenditures of same, which could not reasonably have been foreseen at the time of adopting said budget; and

WHEREAS, said expenditures are not one of the emergencies specifically Enumerated in RCW 35.33.081; and

WHEREAS, the Town is desirous of amending its budget pursuant to RCW 35.33.091; and

WHEREAS, the Town introduced said budget amendment on the 13th day of August, 2020, pursuant to

RCW 35.33.091

WHERAS, the Town will receive a TIB Street Grant for $154,475 and a Dept of Commerce, Corona Relief Fund Grant for $25,000.

NOW THEREFORE< be it ordained by the council of the Town of LaCrosse, Washington:

Section 1. The following accounts contained in the 2020 budget are hereby amended as set forth below:
