Notice of Hearing 1.1 You are notified that a petition, a copy of which is provided, seeking termination of parental rights was filed with the court. A termination, if granted, will result in permanent loss of your parental rights. 1.2 A hearing on the petition to terminate parental rights will be held on: December 3, 2020 at 1:30 P.M. at. Whitman County Superior Court, 400 N. Main St, Colfax WA 99111. 1.3 The purpose of the hearing is to hear and consider evidence relating to the petition. A RESOLUTION OF THE TOWN OF GARFIELD WASHINGTON, Whitman County, setting the regular Town Council meeting schedule for November 2020.
BE IT HEREBY ORDAINED by the Council of the Town of Garfield as follows:
Section 1: The November 2020 regular Town Council meetings shall be held on Wednesday, November 11th, and Wednesday November 18th beginning at 7:00 pm.
Section 2: The regular Town Council meetings thereafter shall follow the same schedule of the 2nd and 4th Wednesdays of each month beginning at 7:00 pm, as codified in the Garfield Municipal Code 2.02.010.

WSU owns and operates a college campus in Pullman, Washington that discharges wastewater to the City of Pullman Publicly Owned Treatment Works (POTW). WSU has a daily maximum effluent flow limit of 37,500 gallons per day. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.

ORDINANCE NO. 368
AN ORDINANCE OF THE TOWN OF Endicott, WASHINGTON, amending Ordinance No. 313, §2 and Endicott Municipal Code §14.08.020, Definition of “’Qualified Professional,” Paragraph 1, and §14.08.050 (D)(4)(E) for purposes of fulfilling the Town” 8-year periodic update required under RCW 36.70A.130 of the Growth Management Act (GMA).
BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF Endicott AS FOLLOWS:
Section 1. Endicott Municipal Code §14.08.020 “Qualified Professional”
Paragraph 1, and those portions of Ordinance No. 313, §2, which are codified as
Endicott Municipal Code §14.08.020 “Qualified Professional” Paragraph 1 are hereby amended to read as follows:
“1. A qualified professional for habitat or wetlands must have a degree in biology and professional experience related to the subject species. A qualified professional for wetlands must be a professional wetland scientist with at least two years of full-time work experience as a wetlands professional, including delineating wetlands using the federal manual and supplements, preparing wetlands reports, conducting function assessments, and developing and implementing mitigation plans.”
Section 2. Endicott Municipal Code §14.08.050 (D)(4)(E) and those portions of Ordinance No. 313, §2, which are codified as Endicott Municipal Code §14.08.050 (D)(4)(E) are hereby amended to read as follows:
“E. Buffer zones may be decreased by no more than twenty-five percent (25%) if the Town Building Official or designee finds, on a case-by-case basis and based upon best available science, that all of the following apply:
1. The critical area report provides a sound rationale for a reduced buffer;
2. The existing buffer area is well-vegetated with native species and has less than ten percent slopes; and
3. No direct or indirect, short-term or long-term adverse impact to the wetland will result from the proposed activity.”
Section 3. This ordinance shall be in full force and effect five days after it or a summary thereof, is published in the official newspaper of the Town of Endicott as required by law.
