Man allegedly threatens police over parking

PULLMAN –– Yelling at police that he was going to get a shotgun led a Pullman man to jail.

Scott R. Kibler, 30, of Pullman, was charged with felony harassment in Whitman County Superior Court on Oct. 28.

Kibler called 9-1-1 on Oct. 24 about a car blocking an alley in the 700 block of SE High Street in Pullman, according to court records. Law enforcement officials noted he was “mildly hostile on the phone,” and he was previously “belligerent” with parking enforcement.

Kibler’s car was blocked by a vehicle and police tried to contact the registered owner.

“(A code enforcement officer) went to tell Kibler that we would be leaving without taking action because it was not clear whether it was a public alleyway or private driveway,” according to court documents.

Kibler called his father, who owns the property, and had him talk to the code enforcement officer. He allegedly appeared angry when he ripped off his COVID mask and began yelling at the officer. A police officer told him to stop and was “pushing him lightly with one hand to create distance.”

He left the police officer, headed toward his front door, and is reported to have yelled, “you touched me again. I’ll get my shotgun,” according to the police report.

The police officer ran after Kibler, grabbed him and handcuffed him.

Kibler reportedly told police he doesn’t own a shotgun and gave them permission to search his home to verify the statement. He was arrested and taken to jail in Colfax.
