NOTICE IS HEREBY GIVEN that the Whitman County Commissioners have set the date of Monday, December 21, 2020, at 11:00 a.m., and to be continued to 6:00 p.m. the same evening, in their Chambers, Courthouse, Colfax, Washington, for proposed amendment to Whitman County Zoning Ordinance to include Chapter 19.64 – Marijuana and associated changes to Chapters 19.03, 19.06, 19.10, 19.15, 19.16, 19.20, 19.30 and 19.31.

Any person may appear and be heard for or against this issue.

NOTICE OF AN ADMINISTRATIVE USE PERMIT

An administrative use permit is being issued by the County Planner for an alteration to a cell site owned by Inland Cellular just west of Dusty. An existing cell tower is being reconstructed to remove 80 feet of the original 180 foot tower. This is necessary due to damage that was done to the tower. County code allows for an administrative review if there are no residences within 1,500 feet of the cell tower site. There are no residences within 1,500 feet of the cell tower site.

The 100 foot by 100 foot leased area is approximately 1.3 miles west of Dusty on the north side of SR 26 in Section 5, Township 15 N., Range 41 E. W. M.

At that time, it is requested all department heads/elected officials requesting an amendment be present. The total amount of the proposed amended budget is approximately $65,000,000. ORDINANCE No. 399 2020-12

AN ORDINANCE AMENDING THE 2020 BUDGET

of the TOWN of LACROSSE,

AS ADOPTED BY ORDINANCE NO. 396 2019-11

WHEREAS, subsequent thereto it has become necessary for the Town to amend said ordinance because of revenues and expenditures of same, which could not reasonably have been foreseen at the time of adopting said budget; and

WHEREAS, said expenditures are not one of the emergencies specifically Enumerated in RCW 35.33.081;

and

WHEREAS, the Town is desirous of amending its budget pursuant to RCW 35.33.091; and

WHEREAS, the Town introduced said budget amendment on the 3rd day of December, 2020, pursuant to

WHERAS, the Town will receive a Department of Commerce, Corona Relief Fund Grant for $5,000.

WSU has applied for renewal of its State Waste Discharge Permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC).

WSU presently owns and operates a college campus in Pullman, Washington that discharges wastewater to the City of Pullman Publicly Owned Treatment Works. WSU has a maximum daily maximum effluent flow limit of 37,500 gallons per day. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.

Following evaluation of the application and other available information, a draft permit has been developed which would allow the discharge of wastewater with the appropriate permit limits and conditions.

A tentative determination has been made on the effluent limitations and special permit conditions that will prevent and control pollution. A final determination will not be made until all timely comments received in response to this notice have been evaluated.
