The Department of Ecology will issue the Final Statewide General Permit

The Department of Ecology will issue the Final Statewide General Permit for Biosolids Management on June 15, 2022. The permit will be effective on July 15, 2022. The permit applies to all treatment works treating domestic sewage operating within state jurisdiction. A copy of the final permit, as well as a response to comments received on the draft permit, including an explanation of changes made and the principal reasons for adopting the changes can be found at https://ecology.wa.gov/Waste-Toxics/Reducing-recycling-waste/Biosolids/Learn-about/permit-actions. Coverage for some facilities will be final on the effective date of the permit. New facilities and those with active management programs must submit a permit application by September 13, 2022, conduct SEPA review and public notice, and notify interested parties as required. They may also be subject to more stringent requirements as a condition of final approval of coverage. Any aggrieved person may appeal this permit as provided by applicable law including, but not limited to, Chapter 43.21B RCW and Chapter 34.05 RCW. Appeals of this permit must be made within 30 days of the issuance date of the general permit.
