City of Pullman wins 2023 excellence award

PULLMAN — The Washington State Department of Transportation (WSDOT) and the Federal Highway Administration (FHWA) have honored the City of Pullman with the 2023 Excellence Award for Best City Project.

The accolade recognizes the successful completion of the Arterial Streets Resurfacing 2020 project on Pioneer Hill, finalized in 2021.

The Arterial Streets Resurfacing project, carried out by prime contractor Motley-Motley, Inc., involved resurfacing 1.3 miles of deteriorated streets on Pioneer Hill.

The project utilized a cost-effective grind-and-mix technique, which integrated the old asphalt into the new roadway base. This method streamlined the construction process and reduced material handling.

Completed on budget for $1.8 million, the project included several safety enhancements along the resurfaced route, which traverses residential areas and school zones and is used by Pullman Transit.

Safety improvements comprised the installation of 46 new ADA-compliant curb ramps, upgrades to 19 existing curb ramps to meet ADA standards and the construction of three traffic calming areas designed to slow traffic and enhance pedestrian safety.

The Awards of Excellence program, a collaborative effort between WSDOT Local Programs and the FHWA, acknowledges projects that demonstrate excellence in innovative design, construction, environmental sustainability, and community engagement.

Representatives from both agencies presented the award during the Pullman City Council meeting on Tuesday, Aug. 27.
