Palouse Proposes 2025 Budget

Changes made to revenues and expenditures

PALOUSE—The City of Palouse has released its proposed 2025 budget, which shows significant changes to revenues and expenditures across multiple funds.

The proposed revenue is $4,498,196.10, an increase of $406,830.25 or 9.9% from the original 2024 budget. Expenditures are expected to rise by $363,041, reaching $2,814,869.75, an overall increase of 14.8%.

Among the changes, the Current Expense Fund is set to see a revenue increase of $18,000, or 1.7%, while expenditures are projected to rise by $68,177.50, or 10%.

The Pool Fund is expected to experience the largest percentage increase, with revenues climbing 292.4% to $216,942.95 and expenditures increasing 262.4% to $210,066.50. The RV Park Fund anticipates a revenue decline of $7,000, or 10.1%, while expenditures will see a slight increase of $162.50, or 1.2%.

The Police Department’s expenditures are expected to drop by $10,813, a 7.9% decrease, while revenues remain largely unchanged.

Cemetery Fund revenues are projected to more than double, increasing by $34,015, or 120.5%, while expenditures will decrease by $2,087.50, or 7.4%. The Water System Reserve Fund is expected to grow revenues by $73,690, or 62.5%, while expenditures decrease by $5,535, or 4.8%.

Expenditures in the Sewer Facility Reserve are projected to more than double, rising by $159,850 to $270,100, an increase of 145%.

Minimal or no changes are reported for the Parks, Emergency Medical Services, and Joint Board Fire & EMS funds. Capital improvement funds, such as the Special Capital Projects Fund, are expected to see increases in revenue without associated expenditures. The proposed adjustments reflect the city’s focus on infrastructure, emergency services, and facility maintenance, aiming to balance community needs with fiscal responsibility.

The City Council will review the budget in upcoming meetings and seek public input.
